Ellis has served as a Harris County commissioner since 2017. He previously represented Texas Senate District 13 from 1990 to 2017, during which time he worked on economic development, education and budget policy. Ellis also served three terms on the Houston City Council and as chief of staff to U.S. Rep. Mickey LeLand.
