Emmett served as a judge in Harris County from 2007 to January 2019 and was the director of the county’s homeland security and emergency management efforts. Currently, he serves as a professor at Rice University and is a fellow at the university’s Kinder Institute for Urban Research and Doerr Institute for New Leaders. Previously, Emmett served in the Texas House from 1979 to 1987.
